A pályázaton olyan mikro-, kis- és középvállalkozás vehet részt, amely átlagos statisztikai létszáma a legutolsó lezárt üzleti évben minimum egy fő volt, nem áll csőd-, felszámolási eljárás vagy végelszámolás alatt, legalább egy lezárt, teljes üzleti évvel rendelkezik, egy főre eső árbevétele eléri a 4 millió Ft/fő összeget, saját tőkéje nem negatív.
A projekt nem kizárólag a webáruház kialakításából állhat, hanem hardver eszközöket is beszerezhetünk az elszámolható költségek 20 %-áig, de maximum 8 millió Ft összegig. Ügyelni kell arra, hogy a beszerzésre kerülő szoftverek értékének az összes elszámolható költsége minimum 45% kell, hogy legyen. A projekt megvalósításához szolgáltatásokat is igénybe vehetünk az elszámolható költségek 40 %-ának erejéig, de maximum 16 millió Ft összegig. Amennyiben webáruház vagy a felsorolt e-szolgáltatások kialakításában gondolkodik, akkor mindenképpen érdemes a pályázat beadását megfontolni.
